Because the site is not a contractor, it has no part in any agreement you sign with one. If you are unhappy with a contractor's work, prices, contract, payments or behavior, raise it with that contractor first, in writing, and keep a copy.
If that doesn't resolve it, contact the city or village that licensed or registered the contractor. Inside Chicago, that is the Department of Buildings (312.744.3449); in a suburb, it is that community's building department. You can also file a complaint with the Illinois Attorney General's Consumer Protection Division, which explains the process on its website. Problems with plumbing or sewer work can also go to the office that issued the permit.
